Yes, this theme there is the CSS issue on set the height of the block.
We don’t use the height fixed in any where. it always auto and set the margin, padding for the block, width can set but hight alway auto. This top header contain the #site-logo set height is 100%.
You can replace your code “.top-header-inner.clr { height: 30px;}”
with this:
